For any new outgoing mail, the toolbars for font type,
font size, font color, bold, italic, underline, etc. are
there with nothing in them or not able to change
anything.

When replying to mail there are all there and work fine.

What to do?

Try going to TOOLS, Options, then Mail Format Tab. Make
sure the first box is set to Rich Text or HTML. It is
probably set to Plain text.

 

[Steve]

Tried changing to Rich Text and HTML with no help. Still
shows the tool bar options but no access to them.
