Outlook

Can not send/receive. Email account is for earthlink and
when set up and run test email it says that account is
good. The test message goes out ok but when I try to
send new email by it does not go out.
And when I use send/receive it does not go out nor do I
receive new email. I can use outlook express with the
same account data and it works fine. I have deleted
outlook and reinstalled and that has not helped. ??????
