I can put first or second name first but cannot put it in
alphabetical order. How do I do that?

Go to Tools > E-mail accounts > View or change existing directories or
address books > Outlook Address Book > Change. > Set your sort order there

That only allows me to order each individual entry - my
list still stays in a completely mixed order
alphabetically

Not true. Explain why you think so.
This path sorts the Outlook Address Book by FN/LN or the File As... field
What are you trying to do?
