outside border prints incomplete

I use a boxed disclaimer on correspondence. I use the
outside border option (complete box) around the text. The
top and bottom lines print, but the left and right borders
do not print completely leaving an open-ended box. I have
tried indenting the paragraph, but that does not help.

I am inserting this disclaimer as a footer, but I have
tried it as part of the regular text. This does not make
a difference.
