Overallocation

Is there a way to "turn off" the overallocation if it is not a factor? Let
say a resource is a company or a service or a cost center (MS projcet 2003).
Is there another way other than to classify the resource as a material?

Why don't you set the Max Units value for the resources in question to value
higher than you could possibly assign? That would eliminate the problem
entirely.

Material won't do it either. Materials are items that are either
incorporated into the deliverable - paint for a wall, for example - or
things like fuel and power that are consumed during the task.
