Overallocation

I have several employees that work on different tasks each day. They do not
work on any one task straight through to completion. And I do not know each
day which task of there assigned task they will work on that day. For example.

Toby will be working on installing equipment on the following levels 1 - 10.
Would I have to assign him 10% on each level? Or is there a better way?
