OWA and exchange 2003

We've been using OWA and exchange 2000 to display emails and other documents from public folders on our intranet. After upgrading to 2003 we are getting the 403-Forbidden message. We can look at emails and then open attachments separately, but if an attachment is sitting in a folder it will not open.
