OWA issue

Everytime we access OWA, we get the following page after typing in user ID
and password. Once you get this window, you get logged into your account
after you do a refresh of the window. You don't have to retype in any info,
you just right in after the frefresh. Any idea on what is causing the initial
error window?

HTTP Error 403 - Forbidden: Access is denied.
Internet Information Services (IIS)

Technical Information (for support personnel)

Go to Microsoft Product Support Services and perform a title search for the
words HTTP and 403.
Open IIS Help, which is accessible in IIS Manager (inetmgr), and search for
topics titled About Security, Authentication, and About Custom Error
Messages.

Exchange, not Outlook. microsoft.public.exchange.admin would be a good
place to start.
