Package Access 2002 Runtime SP3 with msAcessRT.msi

I want to update my admin install point with the following command:
ccessRT>msiexec /a c:\MsAccessRT\AccessRT.MSI /p
c:\MSAccessRTsp3\ArtSp3op.msp SHORTFILENAMES=TRUE /qb /L* c:\temp\logs.log
AccessRT.msi is the runtime version SP2.
The installation box pops up and disappears. In the log file among other
information I can see the following line: "BetaTime = Your beta version of
Access 2002 Runtime has expired" Am I doing anything wrong here?.
