Package Wizard sets up Application Icon Wrong

Using Access2003 Packaging Wizard. One of the questions the wizard asks is
where to place the application files and what should be the name for the
application folder. My answer is C:\Program Files\ and the name of the new
folder is Fy2004DivAcctAnal. The application file name is
FY2004DivAcctAnal.mdb.
The wizard also asks if it should create a shortcut on the desktop and I
answer yes. After I create the install package and then install the package
on my test machine (Win XP, with MS Office 2003) all works great. The files
are installed as desired and an icon is created and placed on the desktop.
Problem is the new icon points to Microsoft Office\Office11. Looking at the
properties of the new desktop icon shows this pair of targets.
"C:\Program Files\Microsoft Office\Office11\MS Access.exe" and on the same
line the following (which is what I told it to be)
"C:\Program Files\FY2004DivAcctAnal\FY2004DivAcctAnal.mdb"
OK! this icon target file designation works great if the target machine has
MS Office 11 (Version 2003), but if I install this program on a machine with
MS Office 2000 (Ms Office 9) the program will not run because the icon is
looking for MS Office 11.
How can I get the wizard to only point the desktop icon to
"C:\Program Files\FY2004DivAcctAnal\FY2004DivAcctAnal.mdb"?
In other words I want the wizard to not include the first string of the pair
it does place in the target files of the desktop icon.
Any help with this problem will be greatly appreciated.
