Page border from clipart

I trying to insert a border from clipart. I insert a page border, then a
header and footer and change the text wrapping to "behind text". I have
following the directions from Creating Custom Page Borders, but how far do I
drag the border? Do I drag it to the edge of the page border line that was
inserted first? How do I make it to fit the entire page without looking like
it was stretched?

If the proportions of the clip art border are different from the shape of
your page (or desired border), it probably will look distorted. There really
isn't any way around that, I'm afraid.
