In a booklet, I want a blank, unnumbered first page for the back (inside) of
the front cover. The numbering of pages is to begin at #1 for the next page.
I know that page numbering can be turned off for the first page (cover).
How is the page number turned off or not on for the inside front cover?

What version of Publisher are you using?

(And why in particular do you want the inside cover to be page 1?)

Using 2002. Apparently, I was unclear. I do not want the inside cover to be
page 1; page numbering should begin at #1 on the first non-blank page. Hope
this clears up my prior post.

Insert > Section.

(It is traditional to have right-hand pages have odd numbers, is why I
asked, having misread your post.)

I must be following your solution incorrectly. The first right hand
non-blank page is beginning with 2. Where should I be when inserting the
section break? What is the indicator that the section brake is present?
Perhaps,, I am missing a dialogue prompt?

That's probably because you're in two-page spread mode. Turn off two-page
spread and go to the correct page before going to Insert > Section

This is painful. I'm making progress, the number is starting on the first
right-hand page and continues on the succeeding odd pages (properly
numbered: 5, 7, etc). The even page numbers are not appearing. What are
the steps necessary to correct this? Thank you for your assistance.

If you have a two-page master, you have to insert page numbers on each one.

Use Ctrl+M to access the master, and make sure that each page has a page
number on. Or switch to a one-page master through Arrange > Layout Guides.

Got it! I struggled until I recalled in one of your prior posts that I
needed to cover-up the page numbering in the first section with a blank text
box.

(That's sorted properly in Publisher 2003 and later, btw)

I would. If you're feeling daring, you could try relying on the public beta
until the release version comes out.
