What is the best way to set up a website so all pages have the same heading
and navagation scheme?

Best is subjective, indeed. But shared borders is the easiest way. You can do
one for the header and one for the navigation if you want them to be separate.

If you peruse the FP newsgroups about shared borders, you may fined they are
not the easiest way, and cause lots of problems.

I appreciate your stance but gotta disagree with you there, chief. I have
perused the newsgroups and every issue I saw was on the user end. Every
approach has a potential for issues, since unfortunately we can't take the
user out of that part of the equation.
