WHEN I CHANGE MY PAGE SIZE AND PAPER SIZE MY PUBLICATION REMAINS THE SAME.
COULD SOMEONE TELL ME HOW TO SHRINK MY DOCUMENT TO MATCH MY PAPER SIZE

Choose Page setup from the File drop down menu and set the
page size to suit your needs. Note that elements on the
page do not change. You will have to rearrange to suit.

Lose the caps. It's considered yelling, is incredibly rude and makes your
posts very hard to read. Publisher's paper size is reliant on the sizes your
printer supports. Are you sure your printer supports the size you're using?

First, you get a keyboard that the Caps Lock key works and causes the
light to go out - meaning Caps Lock is turned off. Then you follow Mr.
Davis' instructions.

Why doesnt the page elements change. Do I have to manually reproportion the
pages my self?

The page elements don't change because Publisher isn't designed to change
any of the page elements because many people (quite possibly the majority of
people) would not want to do that.

If you want to resize to fit a different page size, you can use PrimoPDF
from www.primopdf.com to create a PDF (at original size), which can be
scaled to fit the paper in Adobe Reader.

If you really need to resize your pages to this new size, you will have to
group everything on each page (Ctrl-A, Ctrl-Shift-G) and resize the group
(Ctrl-Shift-Drag a corner size box). Most things will resize properly -
text will not. You will need to look at border widths, shadow lengths if
you use shadows, and text sizes.
