Password Window Under Outlook Express

Using Win98, Outlook Express 6.00.2600

I always enter my password instead of keeping it in the registry.

When Outlook Express is first started the password input box is ONTOP.
After exiting and then restarting Outlook Express the password input box
ALWAYS shows underneath Outlook Express so that it must be minimized for
password entry.

Is there a configuration or fix for this???
