Paste Options Button Missing Word 2003

When I copy/cut and paste text in Word 2003 I see the Paste Option button
with the (match destination formatting, leave soruce formatting, text only)
options, but when I copy/cut a picture/clipart I dont see the Paste options
button. Is this the norm for Word 2003 or is there an option that I should
turn on?
