We have publisher pages that we want to merge into a pdf file, can and how is
this done. plus once you have a pdf file can you unwrite it to add or edit
then rewrite it as a pdf file.

If you have Acrobat, you can do all of that and then some. It is better
(cleaner) to edit the file in its native format but you can edit a .pdf with
Acrobat as well.

I have Acrobat reader but do I need to purchase or can i download the soft
ware to do this...

It's a purchase although you can purchase it from Adobe as a download. You
need either Acrobat Standard or Acrobat Pro. Standard is $299 SMRP,
Professional is $449 SMRP. Not an inexpensive program.
