Percentages/Rounding

Please Help!
I am having a format problem. Trying to enter a number for example -10.40 and have Excel show -10% and/or 82.60 to show 83%. Can anyone please tell me what I need to do?

If it is just for display you can use this format

0%

if you want to get that value you have to use either another
column and a formula or an event macro that will do this the moment you
press the enter button

I have gone under Format; Cells; Numbers; Percentage (with no decimals), but when I enter 12, it shows 1200%. Am I doing something wrong?
