Permanent animation

I urgently need help on making a text box with "QUESTIONS???" to be
permanently animated when the slide comes at the end of a presentation that
is schedule for 10 AM on Wednesday 23rd

What version of PowerPoint are you using?
In PowerPoint 2002/XP and above, you can consider using Emphasis effect such
as Change Fill Color. (Entrance, exit effect and motion path can also be used)

Then, right click on the effect and select Timing.
Set the repeat to Until End of Slide.
