Permissions to webs

We have a website that is broken down into 74 sub folders
for different areas of our company.

On the webserver we have created the 74 webs under our
wwwroot for the users. We have also created 74 groups in
the server management to give the users permissions based
on their domain logons.

After accoplishing this, we opened Frontpage 2002 and
went into the server permissions to set the groups for
each web we created.

The problem is when users log on to the domain and then
try to open their webs from Frontpage 2002, they are
prompted for a password. Putting in the domain password
does not work for all, and sometimes you can just cancel
out and still get in? Additionally, there are some webs
that the permissions will not stay. Once we set it, they
will default back to nothing?

Can anyone tell me what we might be doing wrong, or
suggest how we should have the permissions set for this
particular senerio?
