Picture Behind Text

I am trying to place a photo overtop of a text box but it is covering up the
text. i want the text to show though the photo. how do i do this?

Which version of Publisher?

Place the text box on top of the picture. If you see
an unwanted white background behind the text...
select the text box and type...Ctrl+T...to make it
transparent.
