Picture It! saves images with unwanted size reduction

In 'Microsoft Picture It! Express 7.0' jpeg files of approx 700 KB are
reduced to approx half that when saving, even when I set compression to 1 (no
compression). The program gives no warning of this, you only find out when
when you look at the file sizes in Windows Explorer. I do not want my
pictures reduced in size/quality. Why is this? What can I do? Thanks for the
help.
