I can not edit a photo when logged on as a domain user but
when I log on as Administrator to the local machine it
works.
Is there anything I can do short of deleteing the user
profile and rebuilding the domian users settings.

If this is MSN Picture Manger you should try an MSN support group or MSN
onlien support.
