You will have to open it up in a graphics program like Microsoft Photo
Editor, rotate it there, then put it back into PowerPoint.

PowerPoint 97 and 2000 do not allow rotation of pictures/raster images. You
would need to upgrade to PowerPoint 2002 or 2003.
