pictures remaining static when text flows

Is there any way of forcing pictures to move on the page with text when a
paragraph is inserted somewhere in the middle of a 22 page document I am
using Publisher 2003

There is a inline option. Right-click the picture, format picture, layout tab.
This option does not work in the same way as it does in Word. Long documents are
best done in Word.

The in-line option was not what I was looking for - It did not do what I was
hoping for. Looks like I will have to transfer all the work over to Word.
