Platform requirements

I want to develop a personal web, having a Frontpage 2000
book to hand suggests I need MS personal web server. I
think my book may be a bit out of date, as I can't find
this anywhere.

What is the minimum I need for developmenet? I use W2000
as my platform.

With Win2000 you shouldn't use PWS
In Win 2000 install IIS and then the FP SE

But you only need the FP SE if you want to use any of the local run time components under a local server (http://localhost/)

Otherwise you can just run disc based webs (w/o the FP SE)
File New Web and browse to (or enter) a top level folder - say C:\MyWeb
