pop up / mouse over

I have a form and want to have the "help" info pop up (like a comment in
Excel) when the user mouses over the question (or specified area).

Can you tell me how to do this? Is there a better option than setting a
macro to respond to a key?

You can insert a comment, which will provide a popup (albeit sometimes
inconsistently in recent versions of Word), but it will also include such
extraneous information as the initials of the user who inserted the comment
and possibly the date and time as well.
