Portfolio Server - Resource budget - time-phased

On portfolio server, I enter the number of resources required under a column
heading of "2009" for example, then I press "Resource to cost conversion". I
click on cost budget and it reflects the cost as "annual cost/12"; it
considers it a monthly cost. I need it to count it as yearly, where do I
cahnge the settings?
