The flashing vertical line might just be the cursor, if it appears when you
select a textbox.
If this simple selection of the textbox causes the contents to become
distorted, then you may have display difficulties, or maybe a corrupted
font.
Does this happen on all fonts, or just one? Have you tried replacing the
font with another?
1) Select the entire text box -> Format -> Font and select a new font
from the list in the upper left quadrant of the dialog box -> OK
Have you applied all the Office updates, video driver updates, DirectX
updates? These may correct a display issue.
1) In PowerPoint click 'Help" -> Office on the Web -> Check for updates
2) Check your video card manufacturers website for video driver updates
3) Check

You may also try adjusting your graphics acceleration. Does adjusting this
help?
