Thanks in advance,

Is there a way to turn off the outline but still leave the navigation when a
ppt is saved as a web page?

Thanks Glenna, Is there a way I can shrink the outline and make it
non-resizeable?
I am using PPT 2003. I would hate to have to put navigation on each slide
if that is the case.

No, but you can make the presentation open full screen, where the outline is not
visible.
Making PowerPoint 2002 (XP) HTML open full screen

This also works in 2003
