Prioritize finished tasks when leveling

I have a large project with a lot of tasks on it. About a third of the
tasks are finished, although not in any sequential order. When I level
the project is there a way to ask Project to prioritize tasks that are
already finished?

The way I have the leveling order set right now--Priority, Standard--it
moves some tasks way into the future when those tasks are already
finished. I've tried the other two types as well (ID only and
Standard) with no better results.

Hi Dan,

Are the tasks that are already finished marked 100% complete? I've neven
known Project to change the schedule for tasks that are complete when you use
the resource leveling command.
