Problem Accepting All Changes

On particular documents, Word 2003 will not allow me to accept all changes.
I click on the arrow next to the accept changes icon and nothing happens. It
is like it locked down. The arrow next to the reject all changes does not
work either. I have tried turning off track changes and turning it back on.
I have gotten out of work and gotten back into it. It doesn't happen to all
of my documents and I can't figure out a pattern. Help, please.
