Problem inserting a zip file

I have a user who is having a problem in Outlook2002 on a
winXP machine. She tries to insert a zip file as an
attachment using the paperclip. When the file location
window comes up, she navigates to file. As she selects the
file the 'Insert' button changes to 'Open', consequently
not allowing the file to be inserted. Any suggestions???
