Problem sending email in Outlook 2003

I have a user that is not on Exchange and is able to
receive email, but cannot send it. I have checked the
in/out settings and they are correct and pass all tests.
I have tried everything I can think of. Any ideas?

account will be deleted without reading.

Get your user to try putting the email address in the CC field instead of
the To field.
