Problem w/ TOC Links in a Frame Page

When previewing my frameset page (index.htm) in a browser,
when I click a link in my table-of-contents page the new
page displays in the TOC frame and not in the main content
frame. But the links work correctly in preview mode. I'm
using FP2002. Thanks in advance for your help.

Check your page base ref tags in the head section in html view

PS you can not apply targets to the TOC bot
