problem with outlook express while using dialup connection

My collegue is facing problem while recieving emails through outlook express.
He uses a dialup connection to connect to our exchange 2000 server .The SMTP
server he uses is the one provided by the ISP. The pop3 server is our
exchange server.His operating System is Windows XP. He says that outlook
express attemps to receives massages and displays "receiving 1 of 4" and then
nothing happens. Kindly let me know about the possible reasons for this
problem and all possible solutions.
