Problem with "Save Protected Baseline"

I am trying the new permission "Save Protected Baseline" but it does not
seem to be working. Even when I explicitly deny a user the permission that
account can still save baseline 0-5. Am I doing something wrong or is it
just another glitch in Project Server 2007
