Problems with background watermark shifting when adjusting margins

I have a .jpg image which is 8.5 X 11 inches. I have added to my new word
document as a Background Watermark (at 100% size).

The image looks like standard letterhead with our logo at the top and our
address information at the bottom. In the middle, the image is white.

When I first insert it, things look great.

However, I need to adjust the top and lower margins (Top Margin should be
1.1 and bottom margin .75). When I do this, the background watermark shifts
with the margin settings.

I have tried to set the margins before inserting the image....that did not
work.

Ideas? It does not make any sense that the watermark is impacted by
margins.....????

Make sure that the position of the watermark is set relative to the page and
not the margins.

How do I do that?

Here is how I added the background initially:
- Clicked Format -> Background -> Printed Watermark
- Selected the radio button for 'Picture Watermark'
- Selected picture, scaled of 100%, and unmarked washout.
- Clicked <Apply>

I went back to the scren and do not see any other options for the watermark.
I also cannot select the item once it has been added to try and
format/adjust properties on it. Is there a different way to add them? What
am I missing here? ...smile.

NOTE: Using Word 2003 SP1 on Windows XP.

View | Header and Footer. Select the watermark and choose Format Picture:
Layout | Advanced.
