Problems with reply rules

I am trying to get Outlook to automaticly answer certain
questions I get asked allot. I used a microsoft document
as a guide, it said to create an email, and save it as an
outlook template, then use the rule option "reply using a
specific template"

This process works, but has 3 major problems. First, the
message that it sends is not formatted the way the email
I created was, fonts are changed, and hyperlinks are
messed up. Second, the "replys" it sends out do not
quote the text of the original message. Third, the first
time i send a test message it replys, but after that, it
will not reply using my rule untill I close & reopen
outlook.

I have searched all over, and can find no clues about
what to do. These things make using outlook this way
useless, because I can't count on it to do what it says
it's doing.

I also have the rule move the messages it processes to a
different folder, so I know what messages it has
responded to. The rule does everything right the first
time, and after that, it does everything, except send the
mesage.

Any ideas would be appreciated, thanks!!
