Product Compliance check failure installing on new XP PC

I want to transfer my complete (not an upgrade) copy of
Office XP Standard from my old PC running Windows 2000,
to my new PC running Windows XP. After I enter my
product key, I get the Product Compliance Check error
message that says "Setup failed to locate a valid
qualifying product on your machine. Please select the
drive where a valid qualifying product can be found."
Since this is a new PC, Office does not exist on it. I
am not doing an upgrade, but an install of a complete
copy of Office XP. If I enter the drive of the install
CD, the install then shuts down in failure. Do I need to
de-install the software on my old PC with the install PC
in the drive to reset the product key, or can only
Microsoft Support help me? Any ideas?

What does your Office CD say is the version? Odds are that it is an upgrade
version.
