program is not registered

Hello all,

I've got a problem with a laptop using outlook 97.
Whe the user starts outlook, the program responds with the
following message:

This program is not registered properly. Please run setup
again. You don't have appropriate permissions to perform
this operation.

I don't know what the problem is and i can't find out what
happens.
I already checked a lot of things but i don't want to run
setup again if i can help it.

Please if anybody knows something the let me know.
