It sounds like you want a CMS (Content Management System) of some sort. If
you want people to be able to update lots of pages then a commercial cms
might be best. If it's just a few pages you could create something simple
that would do the job.

Try looking at ContentSeed, http://contentseed.com/ this might well do what
you want.
