[Project 2007 and PWA] Rate table setup question

Background:
At any point in time, our company is running multiple projects.
We have any number of people and they may be working on multiple projects at
the same time.
People are enterprise resources.

We think of our folks as fitting into specific bid
codes/groups/categories/skill sets/job classifications (*) and these include
things like:
Electrical Engineer - Senior
EE - Junior
EE - Tech
Software Engineer - Principle
SW - Designer
SW - UI
SW - QA
etc

For any give job, all EE-Juniors get billed out at one rate.
The rates differ across projects.

Is there a way to assign rates to each project for each bid code and have
that cost linked to the individual person with that bid code on that job?

I don't want to have to build <project + person> rate tables, I'd prefer to
do it at the <project + bid code> level and let the computer do the math.

I'm open to the idea of this being some kind of ad-hoc OLAP cube report
thing if that's the only way to make it so. (**)

(*) I'm trying to use a variety of names for this since most of the words I
used seem to have specific meaning within Project/PWA. I'm hoping I got the
meaning of the concept across.

I've done searching here and in the Project forum - it looks to me like
resource cost is defined in Project 2007 person by person. I'm assuming when
you publish a project to PWA, the costs/user in a project are pushed up to
the server. I'm not seeing any built in way to link costs to something other
than a specific named person/resource. Say it isn't so...
