The formula you need is [Budget Cost] - [Actual Cost], which works fine in
the RTM version of Microsoft Project 2007. If you are going to use Budget
Cost and Expense Cost resources, you should not use Cost Rates for
resources. I believe the assumption behind Cost resources is that you will
manually enter a budget for the project and then manually enter Actual Cost
by task, deliverable, or phase. Hope this helps.

Excellent question. Before you can assign a Budget resource, you must
create it in your project using the following steps:
1. Apply the Resource Sheet view
2. Add the new Budget resource
3. In the Type column, select the Cost type for the new Budget resource
4. Double-click the new Budget resource
5. In the Resource Information dialog, select the "Budget" option

7. Click the OK button
To assign a Budget resource, Microsoft Office Project 2007 restricts you
to
assigning it to the Project Summary Task (Row 0) only. To do this,
complete
the following steps:
1. Apply the Task Usage view
2. Click Tools - Options - View
3. Make sure the "Display project summary task" option is selected
4. Click the OK button
5. Click the Assign Resources button on the Standard toolbar
6. Select the Project Summary Task (Row 0)
7. In the Assign Resources dialog, select the Budget resource and
then
click the Assign button
8. Close the Assign Resources dialog
9. Right-click on the column header to the right of the Task Name column
and select Insert Column from the shortcut menu
10. Select the Budget Cost field and click the Insert button
11. In the Budget Cost field, type your project budget for the Budget
Resource (type it for the resource and not the task)
