Project and PDF

Is there a way to save a Gantt chart and task list as a PDF file to send to
people that do not have Project?

Yes,

Install Adobe Acrobat Writer or any other PDF writer and you should be able
to select that writer as a printer. Print to the PDF writer and it will
create a PDF.
