How can I link a Project Cell to an Excel cell such that,
a change in an Excel cell can be reflected in a Project
cell even if the cells are moved around?

You can easily link a cell in Project to get its data from a cell in an
Excel worksheet by using the Paste Link command but to the best of my
knowledge it's not possible to have the link automatically update the
cell adress it's looking at if the cell containing the data gets moved.
The link to the source cell is stored as the cell address and if the
address of the data of interest changes Project has no way of knowing
about it.
