What is the best way to set up projects where only the
owner(pm) can open r/w their projects?

Jon,

You want to use the RBS to do this. Basically, set the
RBS values for all of your resources.

Then,
1. Open the PM Category
2. Under the Projects section, check the "Only the
Projects indicated below" checkbox
3. Don't fill in any projects (if you leave it blank,
Project uses the RBS to figure out which projects to show
in Project Center)
4. Then check the box below for "Allow users in this
category to view all projects they manage".
5. Save category
6. Have them sign in and test.

This should get you what you are looking for. We also
check the box for these resources to see the projects to
which they are assigned.

Actually RBS would only apply to the permissions that let users see
Projects that are managed by resources they manage (or seeing resources
they manage).

Technically speaking the RBS is not involved in the relationship
between a Project and it's Project Manager.
