Project Resource Allocation

I have a master project that I am using for a resource pool. We are mostly
utilizing this resource pool as a task tracker for certain teams. My
question is when tasking an individual out, should the team requesting the
resource task them out or should the team that holds the resource task the
individual(s) out. And when they do, what percentages should be used. From
what I understand the 100% units is part of the standard calendar day in this
case 8 hours. So should it be 100/8 or if there is just that one task a full
100 %. But then the other project managers would see that resource as being
allocated out for the day. Is there a procedure that works for this
situation. Any suggestions would be great.
