Project Working Time v hours per day; default start and end times

What is the difference between the above different elements? eg we have an
offical 7 hour working day, but the work can be performed anytime between say
8am and 7 pm? what should my settings be? If I have an existing plan with
the old settings and change them to the new what is the impact on the data?

The Hours per Day setting is just a conversion factor, telling Project how
to convert an entry you make stating a duration is "XX days" into hours for
the actual scheduling process. Durations are stored as hours (actually
really minutes but we can ignorethat for the moment). IF you entered a
bunch of tasks as '1 day' duration while the Hours per Day was set to 8,
they have been stored with 8 hours duration. If you now change the Hours
per Day saetting to 7, you'll see the Gantt table change to read 1.14 days
duration for those tasks. Why? They are really 8 hours duration and that
hasn't changed. But 8 hours is now equal to 1.14 7-hour 'standard days.'
