properly close ms project file opened by other user

Hello,

We store our projects in an sql server database.
Our main problem is to unlock projects opened other users in read/write mode
when pluged in the network and closed offline => they remain opened for the
database.
Each time we have to ask the last user to reopen the project files in order
to close it properly.
As a result if the user is out for long period...how can an administror
unlock the project files ?
